This is a critical step in the TIPS process that constructs the framework for intervention and the process for evaluating the impact of the interventions selected thus charting the course for subsequent problem-solving actions.
Often, people jump straight to identifying a solution and developing an implementation plan without precisely identifying the problem or creating a goal. This can results in chasing the wrong problem and waste a lot of energy on the wrong work.
