Social-emotional skills refer to a person's ability to regulate emotions and positively interact with the world around them. Development of these skills occurs at the same time as the development of mental cognition and both are related -- when one is underdeveloped, the other suffers as a result. The earlier in a child's life an educator attempts to develop the child's these skills via social-emotional learning (SEL), the better.
