PBIS: Tier 1 Implementation

Implementation of Tier 1 PBIS supports involves six elements:
- Establishing a leadership team;
- Identifying, communicating, and encouraging behavior expectations;
- Discouraging inappropriate behavior;
- Ongoing monitoring;
- Implementation of effective classroom management practices; and
- Availability of professional learning.

Leadership Teams
These teams gather support from administrators, develop a clear, written purpose/mission statement, and meet at least once a month. Further, these teams are populated by admins from the school, representatives of the school's teaching & support staff, student body & their family, and someone knowledgeable about behavioral issues and able to complete a functional behavior assessment.
Behavioral Expectations
During Tier 1 implementation, 3-5 positively and clearly stated expectations are defined. Once these expectations are established, they are communicated to staff and students (e.g., being posted in public areas of the school) so that everyone understand what behavior they are expected to demonstrate in various settings. These expectations are reinforced and encouraged by staff members through reward systems used to acknowledge positive behavior, as well as clearly defined and consistently applied consequences and procedures for demonstrations of undesirable behavior.
Classroom Management Practices
Effective classroom practices are evidence-based practices that have been demonstrated to increase the likelihood that students' behavior will align with the expectations set for the school and not with problematic behavior.
Ongoing Monitoring
This aspect of Tier 1 implementation involves developing an efficient process of data collection to monitor student outcomes and implementation fidelity as well as data analysis for later use in decision-making.
Professional Learning
This component of Tier 1 implementation involves facilitation of effective, high-quality professional learning and coaching to support school staff. A systematic process is developed to identify individual and group needs related to PBIS implementation.
