PBIS: Tier 3 Implementation

Like Tier 2, Tier 3 is best built on top of a solid foundation provided by the preceding tiers. effective implementation of Tiers 1 and 2 ensures that the students who need the individualized support of this level receive it and that scarce resources (i.e., time and money) aren’t wasted. This is important given that this labor-intensive tier requires the highest staff-to-student ratio of the PBIS tier system, despite only an estimated 1-5% of students at a school (ideally) needing these supports (MO SW-PBS, 2018).
In addition to ensuring fidelity in the implementation of Tiers 1 and 2, administrators and district personnel would need to take time and money into consideration when exploring Tier 3 implementation. Adequate time is necessary to develop Tier 3 systems, data, and practices and to train team members in developing expertise in these areas. Functional behavioral assessments (FBA) and behavioral intervention plans (BIP) are critical to the implementation of Tier 3 interventions. As a result, adequate time will also be needed to train team members on how to conduct an FBA and develop a BIP. Even after implementation of this tier, adequate time would be needed for team members working with individual students to conduct the FBA and develop, implement, and monitor the resulting BIP.
Support Implementation
The general steps for implementation of individualized supports involve identifying goals of intervention, gathering relevant information, developing summary statements, and generating behavioral support plans.
