In Tier 3, school-level systems involve processes for determining efficient and effective means of addressing the needs students who have multiple and complex needs (e.g., physical, mental health, family/environmental, etc.). “A tier 3 continuum consists of processes that become increasingly formal and complex as student needs intensify beginning with a "brief" consultation-based functional assessment process to a team-based functional assessment to a wraparound approach” (Positive Behavioral Interventions & Supports, 2018).
